The FDP Expanded Clearinghouse site supports an initiative authorized by the Federal Demonstration Partnership for pass-through entities (PTEs) to use online entity profiles in lieu of subrecipient commitment forms. Each published profile is certified by an institutional official and includes key data such as the most recent Single Audit, F&A and fringe benefit rate agreements, information on suspension and debarment, PHS financial conflict of interest policy status, and other compliance-related information. The profile also contains a wide variety of federal codes commonly needed for subawards.
Participating organizations have agreed to review each other’s published profiles instead of exchanging subrecipient commitment forms. The PTE will still need to collect project-specific details, such as the Statement of Work, budget, and IRB approval.

When Yale is the PTE, the following must be collected from an FDP Expanded Clearinghouse participant:
- Relevant sections of Yale’s Subrecipient Information and Compliance Form (SIC). Alternatively, FDP institutions may use their own commitment form..
- Scope of Work
- Budget and Budget Justification
- Any other sponsor-required information
If the subrecipient is not a participant in the FDP Expanded Clearinghouse, the department must collect the following:
- A completed and signed Subrecipient Information and Compliance Form (SIC).
- Scope of Work
- Budget and Budget Justification
- Any other sponsor-required information
